By the end of 1999, 3 communications laws, 41 administrative laws and regulations, 610 rules, totally 650 have been made and promulgated by the Standing Committee of the National People's Congress, the State Council and the Ministry of Communications. Harbor Laws, International Ocean Shipping Management Regulations, etc. have been listed in the annual legislative working plan of the State Council.
